The bill would amend the Local Government Code relating to the procedure for approval of certain land development applications by a municipality or county. Local Government ImpactAccording to Harris County, a one-time cost of $100,000 is anticipated to provide for the following: drafting regulation changes; legal reviews; conducting public outreach and required public hearings prior to enacting a regulation change; securing commissioners court approval of the regulatory changes; revisions to the relevant electronic systems; and training of staff and applicants on the new procedures. In addition, Harris County anticipates a cost of $400,000 to $500,000 annually for five FTEs due to an expected increase in applications as a result of the bill's provisions. The fiscal implications of the bill to other units of local government cannot be determined at this time.
