The bill would amend the Health and Safety Code to require applicants of a standard permit for certain concrete plant mail a written notice of that application to all households living within 880 yards of the proposed plant of that application. Based on the analysis of the Texas Commission on Environmental Quality, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
