                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 16, 2021       TO: Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB767 by Huberty (Relating to best management practices for aggregate production operations.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Water Code to require the Texas Commission on Environmental Quality (TCEQ) to adopt best management practices for aggregate production operations and to make them available on the TCEQ website. Based on the analysis of TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.  Local Government ImpactBased on the analysis of the TCEQ, any local or governmental entities operating aggregate production operations, as defined by the Water Code, would be subject to additional regulatory requirements and associated costs resulting from the bill.
