                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 11, 2021       TO: Honorable Briscoe Cain, Chair, House Committee on Elections     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB895 by Swanson (Relating to the recording of certain personal information of voters by election officials.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Election Code to allow an election worker to copy documentation presented by a voter for identification purposes and to photograph the face of the voter if the worker questions the authenticity of the voter's documentation. The bill would provide that information copied or photographed is confidential except for use in a criminal investigation or prosecution or a civil court proceeding, and all such collected information must be provided to the Secretary of State for election-related purposes.The Secretary of State indicates that any costs associated with the bill could be absorbed within the agency's existing resources.  Local Government ImpactAccording to the Texas Association of Counties, no significant fiscal impact to counties is anticipated.
