The bill would amend various codes as they relate to recorded evidence, criminal responsibility, and self-defense. Under the provisions of the bill, the conditions under which self-defense is justified would be clarified, and, in certain circumstances, the deactivation of a recording device used in a law enforcement investigation would be punishable as a third-degree felony. The Alcoholic Beverage Commission, the Department of Criminal Justice, and the Office of Court Administration indicate the modifications outlined in the bill's provisions would not result in a significant fiscal impact. This analysis assumes the costs to the Department of Public safety associated with implementing the bill's provisions could be absorbed using existing resources. This analysis assumes implementing the provisions of the bill addressing felony sanctions would not result in a significant impact on the demand for state correctional resources.
