The bill would amend the Natural Resources Code by adding to the definition of drill cuttings and permit holder. The bill would also remove liability from the disposal of drill cuttings from the producer after they have been transferred to a third party. Based on information provided by the Railroad Commission, no significant fiscal impact to the state is anticipated as a result of implementing the provisions of the bill.
