                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 13, 2021       TO: Honorable Chris Paddie, Chair, House Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HJR97 by Huberty (Proposing a constitutional amendment authorizing the legislature to legalize sports wagering in this state.), As Introduced     No fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $178,333. The resolution would amend Article III of the Texas Constitution to allow the legislature by law to authorize and regulate the placing of wagers on sporting events. The proposed constitutional amendment would be submitted to the voters at an election to be held on November 2, 2021. Based on information provided by the Comptroller of Public Accounts, the resolution, by itself, would have no revenue implications. The amount of any increase in tax, fee, or licensing collections would depend on the enabling legislation.  Local Government ImpactAccording to the Texas Department of Licensing and Regulation, there may be a minimal fiscal implication to units of local government which will need to add the amendment proposal to the November 2, 2021 ballot, if the resolution passes.
