Kolkhorst, Chair, Senate Committee on Health & Human Services FROM: Jerry McGinty, Director, Legislative Budget Board IN RE: SB1136 by Kolkhorst (Relating to implementation of certain health care provider initiatives and measures designed to reduce costs and improve recipient health outcomes under Medicaid.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend Chapter 531 of the Government Code to require the Health and Human Services Commission (HHSC) to coordinate with providers that participate in the Uncompensated Care program to implement initiatives to reduce use of emergency room services by Medicaid recipients and to encourage Medicaid providers to continue use of certain interventions and best practices implemented under the Delivery System Reform Incentive Payment (DSRIP) Program. HHSC would be required to submit a biannual report regarding the commission's efforts in these endeavors. HHSC anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
