                    BILL ANALYSIS             S.B. 1167     By: Campbell     Land & Resource Management     Committee Report (Unamended)             BACKGROUND AND PURPOSE    During the summer of 2016, the Texas Commission on Environmental Quality created the Anthem Municipal Utility District, which was confirmed by election later that year. Recently, the City of Austin and The Nature Conservancy purchased approximately 250 acres within the district's boundaries. Since that property will no longer be part of the development project, there have been calls to redefine the territory and boundaries of the district to omit that property. S.B. 1167 seeks to address this issue by providing for the district's territory and boundaries.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 1167 amends the Special District Local Laws Code to establish the territory and boundaries of the Anthem Municipal Utility District. The bill authorizes the district to rely on a previously held election for the approval to issue bonds payable in whole or in part from taxes after the exclusion of territory described by the bill.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
