The bill would amend the Transportation Code to give greater discretion to the Department of Transportation (TxDOT) to award certain contracts without a competitive bidding process. According to the Comptroller of Public Accounts, the fiscal impact to the State cannot be estimated. According to TxDOT, a positive fiscal impact that cannot be determined to TxDOT is anticipated.
