                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             May 10, 2021       TO: Honorable Terry Canales, Chair, House Committee on Transportation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1270 by Seliger (Relating to the procurement of certain goods and services related to highways by the Texas Department of Transportation.), As Engrossed     Shortening the procurement process for the Department of Transportation could create savings in staff time and procurement costs, though in an amount that cannot be determined. The bill would amend the Transportation Code to give greater discretion to the Department of Transportation (TxDOT) to award certain contracts. According to TxDOT, the bill would enable the agency to more expediently perform purchases for materials and services necessary for roadway repairs, ultimately resulting in a shortened procurement process that could create savings in staff time and procurement costs, though in an amount that cannot be determined.According to the Comptroller of Public Accounts, the bill would have no revenue implications but the impact on TxDOT purchasing costs cannot be determined.  Local Government ImpactNo fiscal implication to units of local government is anticipated.
