Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1313 by Hall (Relating to the right to choose and refuse medical treatment and control measures and to the imposition of isolation or quarantine control measures.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require the Department of State Health Services (DSHS) or a local health authority to obtain a court order before implementing control measures involving quarantine for a communicable disease. DSHS and the Office of Court Administration indicated the provisions of the bill could be implemented within existing resources.  Local Government ImpactNeither Tom Green nor Taylor counties anticipate a significant fiscal impact.Harris County anticipates a significant fiscal impact, including a fiscal impact to the court system, although the extent of the impact cannot be determined at this time.
