Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1397 by Hinojosa (Relating to establishing a coordinated system for the dispatch, triage, transport, and transfer of patients in certain trauma service area regional advisory councils; providing rulemaking authority.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require the Department of State Health Services (DSHS) to adopt rules that require a trauma service area regional advisory council located on the international border and with one county adjacent to the Gulf of Mexico to create an advisory committee to develop guidelines for patient transfer within the region. DSHS indicated that the provisions of the bill could be implemented within existing resources.  Local Government ImpactNo significant fiscal impact to local governments is anticipated as the Lower Rio Grande Regional Advisory Council has indicated they are already performing the activities required by the bill.
