Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1578 by Kolkhorst (Relating to the use of opinions from medical professionals in making certain determinations relating to the abuse or neglect of a child.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require the Supreme Court of Texas Children's Commission to assist the Department of Family and Protective Services (DFPS) to conduct an evaluation of the Forensic Assessment Center Network. The bill would require DFPS to submit an evaluation report to the legislature and adds new determinations on whether a child is at risk of abuse or neglect.   Based on analysis of the Office of Court Administration, the Department of Public Safety, and DFPS, it is assumed that the costs associated with implementing the provisions of the bill could be absorbed within existing resources.   Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
