To accommodate candidate observations during the COVID-19 pandemic, the SBEC amended their rules to allow for virtual candidate observations. If the SBEC had not amended their rules during the pandemic, the certified teacher pipeline in Texas would have been completely disrupted. In response to suggestions that this practice should be maintained going forward, S.B. 1590 provides for virtual observation options for field-based experiences and internships required for educator certification. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
