The bill amends the Election Code and Government Code relating to the procedures for early voting by mail and voting by mail.The bill would prohibit the Governor from suspending a provision of a statute, order, or rule related to the qualification or procedures for early voting by mail and voting by mail. The bill would allow the Governor to suspend Section 86.006(a-1) of the Election Code, upon declaration of a state of disaster, only for the purpose of allowing a registered voter in the disaster area to hand-deliver their marked mail ballot to the voting clerk's office on or before election day.According to the Office of the Governor and the Secretary of State, any additional work resulting from the provisions of the bill could be absorbed within current resources.
