Ambulatory surgical centers (ASC) provide patients with a lower cost option for certain surgical and procedural services. S.B. 1763 amends the Health and Safety Code by adding a representative of ASCs to the council, making it a 20-member council. Adding a representative of ASCs makes the council more representative of the current health care options. As proposed, S.B. 1763 amends current law relating to the composition of the Governor's EMS and Trauma Advisory Council. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 773.012(b), Health and Safety Code, to provide that the advisory council is composed of 20 members, rather than 19 members, appointed by the governor, including a representative of an ambulatory surgical center, appointed from a list of names recommended by a statewide association representing ambulatory surgical centers. Makes nonsubstantive changes. SECTION 2. Requires the governor, not later than December 1, 2021, to appoint the member of the council as required by Section 773.012(b)(18), Health and Safety Code, as added by this Act. SECTION 3. Effective date: upon passage or September 1, 2021.
