It is assumed that the costs associated with the bill's provisions relating to the use of public school counselors' work time could be absorbed using existing resources.  Local Government ImpactThere would likely be costs for local districts associated with ensuring that school counselors are not assigned to spend more than 20 percent of their work time on duties not related to counseling and guidance.
