Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1917 by Lucio (Relating to a public outreach campaign for aging adults with visual impairments.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would require the Health and Human Services Commission (HHSC) to collaborate with the Texas State Library and Archives Commission (TSLAC) and other appropriate state agencies to conduct public awareness and education outreach campaigns to provide information relating to programs and resources available to aging adults who are blind or visually impaired.The bill would require HHSC to establish a toll-free telephone number to provide counseling and referrals to appropriate services for aging adults who are blind or visually impaired. HHSC would also be required to post on the commission's Internet website information and training resources and designate a contact in HHSC to assist aging adults and the families of these adults in locating and obtaining appropriate services. HHSC would also encourage awareness of reading services for persons who are blind or visually impaired that are offered by TSLAC. The executive commissioner of HHSC would be required to adopt rules as necessary to implement the provisions of the bill.TSLAC indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.
