It is assumed that the costs associated with the bill's provisions relating to the participation of open-enrollment charter schools and eligible nonprofit organizations in the Jobs and Education for Texans (JET) Grant Program could be absorbed using existing resources. Although there is no cost to the Texas Workforce Commission (TWC), adding more entities will impact how JET funds are allocated for independent school districts and institutions of higher education. Specifically, the eligible nonprofits under the bill would be applying to the program for a different use of the funds than the other eligible applicants. TWC reports it would need to modify the methodology used for the consideration and award of grants under the amended statute.
