                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             March 25, 2021       TO: Honorable John Whitmire, Chair, Senate Committee on Criminal Justice     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB470 by Hinojosa (Relating to the regulation of individuals and entities that conduct forensic analyses, examinations, and tests.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Code of Criminal Procedure to require the Forensic Science Commission to adopt a Code of Professional Responsibility governing the conduct of persons and entities subject to the Commission's jurisdiction and requires the Commission to consider minimum standards for character and fitness in determining whether to issue a license to a forensic analyst.Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. In addition, no significant fiscal impact is anticipated for the state court system due to the implementing the provisions of the bill.
