The bill would amend the Education Code and the Local Government Code to provide that open-enrollment charter schools are on the same footing as independent school districts with regard to various regulations and fees that may be imposed by a political subdivision and that a political subdivision may not take any action that would prohibit an open-enrollment charter school from operating within the political subdivision's jurisdiction that it could not take against a school district.
