The bill would amend the Education Code and the Local Government Code to provide that open-enrollment charter schools are on the same footing as independent school districts with regard to various regulations and fees that may be imposed by a political subdivision and that a political subdivision may not take any action that would prohibit an open-enrollment charter school from operating within the political subdivision's jurisdiction that it could not take against a school district.  Local Government ImpactAccording to the Texas Education Agency, the bill's provision may result in a cost savings to open-enrollment charter schools.According to the Texas Association of Counties, no significant fiscal implication to counties is anticipated.
