                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             May 19, 2021       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SJR58 by Campbell (Proposing a constitutional amendment to prohibit a person from being placed on a ballot as a candidate for public office if the person has an outstanding financial obligation payable to the Texas Ethics Commission.), As Introduced     No significant fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $178,333. The bill would propose an amendment to the Texas Constitution relating to certain candidates for public office.According to the Secretary of State, the cost of the bill would be limited to the fiscal impact associated with the constitutional amendment election if this amendment were placed on the ballot.According to the Texas Ethics Commission, there would be a cost associated with the bill were the amendment to be adopted.  It is anticipated the agency could absorb those costs within existing resources.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
