                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87th LEGISLATURE 1st CALLED SESSION 2021             July 9, 2021       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB31 by Perry (Relating to the use of certain information regarding voter qualification.), As Introduced     No significant fiscal implication to the State is anticipated. This bill would amend the Election and Government Codes related to voter registration and citizenship status.  It would require a voter registrar to provide notice of unlawful voting or registration to the Office of the Attorney General (OAG) and the Secretary of State (SOS) and would also require the SOS to obtain citizenship information from the Department of Public Safety (DPS) to compare on a monthly basis to voter registration records.The bill would also require clerks of court to send to the SOS, the county voter registrar, and the OAG a list of individuals disqualified or excused from jury service due to citizenship status.  The SOS would be required to compare this information to the statewide voter registration database and to send certain notices to the county voter registrars and the OAG.According to the SOS, the bill would have no significant fiscal implication.According to the OAG, any legal work resulting from the passage of this bill could be reasonably absorbed with current resources.According to the Office of Court Administration, no significant impact to the state court system is anticipated.According to DPS, no significant fiscal impact to the state is anticipated.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
