 R E S O L U T I O N
 WHEREAS, The untimely passing of Russell Charles Janecka of
 Victoria on September 30, 2021, at the age of 61, has brought
 immeasurable sorrow to the friends and loved ones of this admired
 civic leader; and
 WHEREAS, Russell Janecka was born in Victoria on May 2, 1960,
 to Maynard and Esterleen Janecka, and he grew up with seven
 siblings, Darrell, Richard, Karen, Jerilyn, Jill, Jean, and Neysa;
 a graduate of Victoria High School, he enlisted in the U.S. Air
 Force Security Service and trained at the Defense Language
 Institute Foreign Language Center; he subsequently completed a
 four-year tour in Berlin, Germany, where he worked in signal
 intelligence as a linguist with the 6912th Electronic Security
 Squadron; along the way, he continued his education at Victoria
 College and the University of Maryland University College Europe
 campus; and
 WHEREAS, Following his father's death in 1986, Mr. Janecka
 assumed ownership of the Janecka Insurance Agency, where he was
 assisted by his sister Jill; he advocated for the industry at the
 state and national levels and served on the Germania Farm Mutual
 Insurance Association board for more than 30 years; among his
 achievements, he was a Life Underwriter Training Council Fellow, a
 certified insurance counselor, and a certified Leadership Fellow
 for the National Association of Corporate Directors; and
 WHEREAS, Mr. Janecka was deeply devoted to his community; he
 spent a decade on the Victoria Planning Commission and chaired the
 Victoria Chamber of Commerce board; furthermore, he was president
 of the Victoria Adult Literacy Council as well as The Gabriel
 Project of the Crossroads, and he helped facilitate the opening of
 the new Bethlehem Maternity Home; for over 15 years, he acted in
 stage productions for the Victoria Ballet Theatre, where he also
 served as president; and
 WHEREAS, In all his endeavors, Mr. Janecka enjoyed the love
 and support of his wife, Gail, with whom he shared a rewarding
 marriage that spanned more than four decades; he took great pride in
 their three children, Robert, Julie, and Kevin, and their two
 grandsons, Elliott and Malcolm; in his leisure time, Mr. Janecka
 pursued a diverse range of hobbies and interests, and he especially
 delighted in taking annual vacations with his family; a man of
 faith, he was a valued congregant of Holy Family Catholic Church,
 and through the years, he participated in numerous ministries; and
 WHEREAS, Although Russell Janecka will be deeply missed, the
 passion, integrity, and generosity with which he lived his life
 will forever inspire all those who had the good fortune to know him;
 now, therefore, be it
 RESOLVED, That the House of Representatives of the 87th Texas
 Legislature, 3rd Called Session, hereby pay tribute to the memory
 of Russell Charles Janecka and extend heartfelt condolences to his
 many relatives and friends; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for his family and that when the Texas House of
 Representatives adjourns this day, it do so in memory of Russell
 Janecka.
