The bill would authorize certain counties to create a civil service system for employees of the county constable's department and to create a criminal offense for failure to appear as required by a subpoena issued by the chair of a civil service commission. This analysis assumes that any costs associated with the bill could be absorbed using existing resources and that the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
