The bill would require the Health and Human Services Commission (HHSC) to provide Medicaid reimbursement to local educational agencies for all health care services covered under Medicaid, including behavioral health services and nursing services, regardless of whether the service is in a student's individualized education plan or family service plan or professional is the recipients primary care provider. While there would be a cost associated with implementing the provisions of the bill, the fiscal implications cannot be determined at this time due to uncertainly regarding utilization of new services and the effect on utilization of existing services.The bill would require HHSC to create a new provider type and specialty for local educational agencies. Additional technology costs would be incurred to implement the provisions of the bill. HHSC estimates that the All Funds impact for technology would be $1,189,350 in fiscal year 2024 and $669,813 in fiscal year 2025 and on.
