                    BILL ANALYSIS             H.B. 2131     By: Raymond     Urban Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Currently, the minimum population of a municipality in which the Texas Department of Housing and Community Affairs may administer a homeless housing and services program is 285,500. By decreasing this, more municipalities could receive help in serving their homeless populations. H.B. 2131 seeks to decrease the minimum population to 250,000.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2131 amends the Government Code to decrease the minimum population of a municipality in which the Texas Department of Housing and Community Affairs may administer a homeless housing and services program from 285,500 to 250,000.        EFFECTIVE DATE    September 1, 2023.
