 A BILL TO BE ENTITLED
 AN ACT
 relating to reports to the legislature on administrative hearings
 conducted by the State Office of Administrative Hearings.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 2003, Government Code, is
 amended by adding Section 2003.058 to read as follows:
 Sec. 2003.058.  QUARTERLY REPORTS TO LEGISLATURE. (a)  Not
 later than the 30th day following the end of each calendar quarter,
 the office shall submit a report to the legislature indicating for
 each county the total number of administrative hearings decided by
 the office during the previous calendar quarter and, of those
 hearings:
 (1)  the percentage in which the administrative law
 judge decided in favor of the person who requested the hearing; and
 (2)  the percentage in which the administrative law
 judge decided in favor of a state agency.
 (b)  Not later than the 30th day following the end of each
 calendar quarter, each state agency shall submit a report to the
 legislature indicating the total number of appeals from
 administrative hearings held by the office that were decided during
 the previous calendar quarter and, of those appeals:
 (1)  the percentage in which the court decided in favor
 of the person who requested the hearing; and
 (2)  the percentage in which the court decided in favor
 of the state agency.
 SECTION 2.  The State Office of Administrative Hearings and
 each state agency subject to Section 2003.058, Government Code, as
 added by this Act, shall submit the initial reports required by that
 section not later than January 30, 2024, based on data from the
 previous calendar quarter.
 SECTION 3.  This Act takes effect September 1, 2023.
