                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 4, 2023       TO: Honorable Terry Canales, Chair, House Committee on Transportation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2170 by Guerra (Relating to toll collections by a toll project entity.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend Transportation Code, Chapter 372, Subchapter B, relating to toll project operation, to require a toll project entity to immediately notify the holder of an electronic toll collection customer account that a credit card or debit card payment on the account was declined or could not be processed. The bill would amend Section 372.056 to require a notice or invoice of unpaid tolls sent by mail to include an indication on the outside of the envelope that the enclosed document is a bill and that the recipient is expected to pay the amount indicated. Based on the information provided by the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated. Local toll project entities (regional tollway authorities, regional mobility authorities, and county toll road authorities) could incur costs to implement the provisions of the bill.
