It is assumed that any costs for the Department of Family and Protective Services (DFPS) and the Health and Human Services Commission (HHSC) could be absorbed within existing resources. Funding is not included to achieve the targets identified in the bill. If the agencies were required to meet those targets, HHSC would require appropriations to achieve the target for child care licensing inspections. DFPS would require additional appropriations to achieve a call hold time of 5.0 minutes. Currently, DFPS is able to achieve the caseload targets within existing appropriations.
