This bill would amend Government Code Section 403.055 (Comptroller Payments to Debtors or Delinquents Prohibited) to add Subsection (e-1), to allow the Comptroller to issue a payment to a person indebted to the state after having withheld the amount of the indebtedness; and to add (g-1), to detail a state agency's reporting and notification requirements related to such indebtedness.According to the Comptroller, the bill would have no fiscal impact to the state.The bill would take effect September 1, 2023.
