The bill would amend Government Code Section 403.055, relating to Comptroller Payments to Debtors or Delinquents Prohibited, to add Subsection (e-1), to allow the Comptroller to issue a payment to a person indebted to the state after having withheld the amount of the indebtedness; and to add (g-1), to detail a state agency's reporting and notification requirements related to such indebtedness.According to the Comptroller's office, there would be no administrative costs associated with implementing the provisions of the bill.
