CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that rulemaking authority is expressly granted to the public safety director of the Department of Public Safety in SECTION 3 of this bill. ANALYSIS H.B. 3014 amends the Transportation Code to exempt a motor vehicle that is not equipped with an internal combustion engine and uses electricity as its only source of power from the vehicle inspection requirements relating to the emissions and exhaust systems. The bill requires the public safety director of the Department of Public Safety to adopt or amend rules as necessary to implement this exemption. The bill applies only to an offense committed on or after the bill's effective date and provides for the continuation of the law in effect before the bill's effective date for purposes of an offense, or any element thereof, that occurred before that date. EFFECTIVE DATE September 1, 2023.
