These duties and responsibilities include reporting standards that the TSBDE must meet, background check requirements, establishing compact privileges, and requirements of licensees to retain compact privileges.This bill would be effective September 1, 2023. Methodology Based on the analysis of the TSBDE, this estimate assumes that the agency would require 1.0 additional full-time equivalent (FTE) position to implement the provisions of the bill. A License and Permit Specialist II FTE (salary of $43,139 with estimated benefits of $13,731) would be needed to process additional applications and assist in the additional reporting requirements associated with being a compact participant state. Additionally, there is $9,700 in added annual costs to cover software licenses, share of space, phone access, and other operational costs and $4,450 in one-time start-up costs in fiscal year 2024.This analysis assumes that any increased cost to TSBDE authorized in the bill would be offset by an increase in fee-generated revenue because TSBPE is statutorily required to generate sufficient revenue to cover its costs of operation.
