The bill would eliminate the Vehicle Safety Inspection Program for non-commercial vehicles and establish an equivalent vehicle inspection replacement fee to be paid at the time of vehicle registration.According to the Department of Public Safety, any negative fiscal implications due to the reduction of revenue from safety inspection station certification fees would generally be offset by the removal of 14.0 investigator positions in regions where only safety inspections are required.According to the Texas Commission on Environmental Quality and the Department of Motor Vehicles, it is assumed agency costs to implement the provisions of the bill can be accomplished with existing resources.
