The bill would create a Class C misdemeanor offense for knowingly releasing a balloon into the air outside a roofed structure or for organizing, sponsoring, or promoting an event knowing that such release of a balloon is an authorized part of the event and such release occurs. It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.
