88R9480 TSS-D By: Guerra H.B. No. 3303 A BILL TO BE ENTITLED AN ACT relating to the establishment of a dual language immersion bilingual education teaching certificate. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 21, Education Code, is amended by adding Section 21.04892 to read as follows: Sec. 21.04892. DUAL LANGUAGE IMMERSION BILINGUAL EDUCATION CERTIFICATION. (a) The board shall establish a dual language immersion bilingual education teaching certificate to provide instruction to high school students in bilingual education programs using a dual language immersion/one-way or two-way program model. (b) To be eligible for a certificate established under this section, a person must: (1) satisfactorily complete the coursework for that certificate in an educator preparation program; (2) perform satisfactorily on the Bilingual Target Language Proficiency Test; and (3) satisfy any other requirements prescribed by the board designed to address specific linguistic and content requirements for effective instruction in a dual language immersion program. (c) The board shall propose rules to allow a person seeking certification under this section who fails to perform satisfactorily on the Bilingual Target Language Proficiency Test to: (1) retake only the sections of the test that include the domains on which the person failed to perform satisfactorily; and (2) during a retake of the test described by Subdivision (1), demonstrate the person's language proficiency through the completion of fewer components, including eliminating a component that requires the preparation of a lesson plan for a person who fails to perform satisfactorily on a domain requiring completion of that component. SECTION 2. As soon as practicable after the effective date of this Act, the State Board for Educator Certification shall propose rules prescribing requirements for an educator certification in dual language immersion bilingual education teaching as provided by Section 21.04892, Education Code, as added by this Act. SECTION 3. This Act takes effect September 1, 2023.
