                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             March 29, 2023       TO: Honorable Sam Harless, Chair, House Committee on Health Care Reform, Select     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3317 by Frank (Relating to the operation and financing of the federally qualified health center primary care access program to provide primary care access to persons in this state.), As Introduced     No significant fiscal implication to the State is anticipated. This bill would amend the Health and Safety Code to increase access to primary care services for certain Texans at federally qualified health centers.This analysis assumes the Department of Insurance, Health and Human Services Commission, and the Department of State Health Services can accomplished any duties and responsibilities associated with implementing the provisions of the bill by utilizing existing resources.According to the Health and Human Services Commission, the bill may result in higher utilization for Medicaid clients at Federally Qualified Health Centers, however costs cannot be determined at this time. It is assumed that any additional costs associated with the implementation of the bill could be absorbed using existing resources.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
