H.B. 3643 seeks to repeal the authority of the Department of Public Safety of the State of Texas (DPS) to issue temporary driver's licenses that do not contain a photograph, since they are not REAL ID compliant. H.B. 3643 repeals Section 521.124, Transportation Code, which authorizes DPS to issue a temporary driver's license without a photograph. H.B. 3643 amends current law relating to the issuance of a temporary license by the Department of Public Safety. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1.
