The bill would amend the Government Code to require the Employees Retirement System (ERS) to establish a program to continuously review the eligibility of certain members for certain coverage under the Group Benefits Program (GBP).  It would also establish that basic coverage under the GBP is secondary to Medicare hospital and medical insurance for certain participants who are entitled to receive Medicare hospital insurance benefits without cost. This analysis assumes any costs associating with implementing the provisions of the bill can be absorbed using existing resources.
