 Fiscal Analysis

The bill would require the commissioner of education to establish a life skills advisor pilot program for high schools in certain counties. The bill would require the commissioner to adopt rules, develop a mental health and safety curriculum for the program, to review the program, and to prepare a written report. 

 Methodology

This analysis assumes that the Texas Education Agency would require 2.0 additional full-time-equivalent (FTE) positions to establish the program, adopt rules, develop the required curriculum, and to develop the written evaluation report. This cost of these FTEs would be $0.2 million in fiscal years 2024-28.TEA indicates that they would also require $0.6 million in fiscal year 2024 in professional fees for curriculum writing, as well as $20,000 each fiscal year in professional fees related to data collection and management for reporting required by the provisions of the bill.

 Local Government Impact

It is assumed certain districts would incur costs associated with implementation of the bill such as development of processes and procedures and related training. Participating districts would designate existing staff as life skills advisors, so this analysis does not assume that personnel costs would be incurred.
