                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 30, 2023       TO: Honorable Stephanie Klick, Chair, House Committee on Public Health     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4156 by Allen (Relating to the licensing of a psychologist as a licensed specialist in school psychology; authorizing a fee.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Occupations Code to establish licensing requirements and provide for continuing education for licensed specialists in school psychology. The Behavioral Health Executive Council (BHEC) would be authorized to set and collect a licensing fee from psychologists who hold these licenses. According to BHEC, while the agency is unable to determine how many additional specialists would seek a dual license; the revenue from the licensing fee assessed on these licenses is not anticipated to be significant. Based on the analysis of the Behavioral Health Executive Council and the Comptroller of Public Accounts, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. This estimate assumes the bill would have an insignificant revenue increase to the state.   Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
