The bill would authorize the Texas Department of Criminal Justice (TDCJ) to contract with public and nonprofit institutions of higher education for the provision of post-secondary education and training programs for certain inmates. According to TDCJ, the Texas Education Agency, the Higher Education Coordinating Board, the State Office of Administrative Hearings, the Texas Workforce Commission, and the Department of Public Safety, any costs associated with the bill could be absorbed using existing resources.
