                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 9, 2023       TO: Honorable Senfronia Thompson, Chair, House Committee on Youth Health & Safety, Select     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4366 by Howard (Relating to the eligibility for and provision of benefits under Medicaid or the child health plan program for certain individuals committed, placed, or detained in certain facilities and settings.), As Introduced     No significant fiscal implication to the State is anticipated. According to the Health and Human Services Commission (HHSC), the bill would not have a significant effect on Medicaid and CHIP caseloads, but would require modifications to the Texas Integrated Eligibility Redesign System. The Texas Juvenile Justice Department  (TJJD) estimates that additional staffing will be needed to comply with the requirements of the bill. It is assumed that any costs associated with the bill for the Department of Family and Protective Services, HHSC, and TJJD could be absorbed using existing resources.  Local Government ImpactAccording to TJJD, county juvenile probation departments would require additional support staff to collect the information needed for eligibility determination and to provide support services.
