The bill would create the Building Better Futures Program that would be administered by the Higher Education Coordinating Board (Board). The Board would award funds under the program only to eligible institutions to be used by the institutions to facilitate the delivery of education and occupational skills training opportunities and support services to students participating the program. The Board would be required to draft rules regarding eligibility criteria and guidelines for grant amounts.
