                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 14, 2023       TO: Honorable John Kuempel, Chair, House Committee on Higher Education     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB5148 by Raney (Relating to the establishment of the Texas Students with Disabilities Scholarship Program for certain students at public institutions of higher education.), As Introduced     The fiscal implications of the bill cannot be determined due to the unavailability of data related to the number of students that would receive scholarships and the amount of the scholarship. The bill would create the Texas Students with Disabilities Scholarship Program that would be administered by the Higher Education Coordinating Board (Board).The program would provide assistance in the payment of tuition and mandatory fees for eligible students attending institutions of higher education. Under provisions of the bill, the amount of a scholarship awarded to an eligible student is an amount determined by the Board based on the amount of funds available for distribution and the number of eligible applicants.The Board would be required to draft rules to implement the program, including rules for determining the amount of the scholarship. The Board indicates that until rules are finalized for the program, it is unknown what scholarship amount eligible students would receive.
