This bill would create the offense of possession of an animal by a person who has been previously convicted of certain offenses related to animal cruelty. The offense would be a Class C misdemeanor for first-time offenders and a Class B misdemeanor for repeat offenders. It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.
