The bill would amend Section 2155, Government Code, authorizing an agency's head or presiding officer of the agency's governing body to designate another person to sign the written justification required for the purchase of a proprietary product.The bill removes the requirement for the Comptroller to issue an invitation to bid to vendors, and  instead requires the Comptroller to either proceed with the purchase or authorize the agency to purchase the product upon receipt of the justification and approval of the request.It is assumed that any costs associated with the bill could be absorbed using existing resources.  Local Government ImpactNo fiscal implication to units of local government is anticipated.
